ALANEME FRANCIS

Alaneme Francis is a Nigerian from Umuaghobe Isiekenesi in  Ide Ato South LGA, Imo State. He has B.Sc, M.Sc degrees in Biochemistry and Ph.D in Biochemical/Environmental Toxicology from University of Ibadan. In addition to these degrees, he has MBA in Corporate Governance. He served the country under the NYSC scheme at Chemical Pathology Department, ABUTH Zaria from 1983 to 1984 as a Graduate Assistant.  His varied post graduate work experience spread over 35 years in Academia; in Management system; as a career Civil Servant & Seasoned Administrator as well as in Policy formulation, implementation and review; Research and Training, Standards and Quality Assurance. In addition, it spans across International arena being the ECOWAS National Focal Point for Industries Database for Nigeria.

He taught briefly in Borno/Yobe States under the Ministry of Education at GCSS Damaturu and Fika GSS Postiskum. Also, taught as a Part-Time Lecturer in some Universities Extension Service programmes Lagos Centers. He was a facilitator with Nigerian Institute of Safety Professionals (NISP) (now known as Institute of Safety Professionals of Nigeria ISPON), where he acquired experienced in Health, Safety and Environmental (HSE) Management Systems and carried out projects as team lead.

He is a highly motivated individual with extensive experience in monitoring and evaluation, research and learning, project and data management. His competency span across, public health programming, governance, education, management consulting, capacity building, organizational and process development and stakeholder engagement with industry experience spanning government and private sector, Industrial Cluster development Expert, Knowledgeable in value chain, value addition, international and local NGOs.

As a Seasoned Civil Servant, he was part of the team that led in the drafting of the NIRP (Nigeria Industrial Revolution Plan) document; review of the National Industrial Policy; and in the formulation of various sectoral Industrial Policies. He is involved in the monitoring and evaluating development projects and managing large research projects from concept to completion cutting across various service delivery areas that inform policy decisions.

Dr. Alaneme is a 2019 Civil Service Presidential Merit Awardee as a Director presented by the Office of the Head of the Civil service of the Federation in the year 2019. Dr. Alaneme retired as a civil servant in the year 2020 as the Director, Chemicals & Non-Petrochemical Industrial Development Department of Federal Ministry of Industry, Trade & Investment which oversees Chemicals and other related industrial landscape of Nigeria. He is married to Angela Chioma Francis-Alaneme with children.
